I lived here for 38 years and have found in the last ten years under two mayors that the city can’t maintain itself especially in the winter. The homeless problem is one thing, but not salting or plowing certain side streets that can be very annoying. I find that what is the point of city property if the city won’t maintain it and do its part. Renters and the taxpayers have rights too you know, where do you think the money comes from. The rest speaks for itself.
View on GoogleNice facility. Nice old building. Lots of historical relics from the city around the building. Easily accessible for anyone. The staff here are friendly. They can help direct you to the area you need to inquire about. Call ahead to save some wandering. Parking can be difficult to find. Paid parking lot from 900am to 600pm. Event nights may have an attendant and you will have to pay on those days too.

I originally moved from Oakville to St. Catharines primarily because housing was more affordable here. After dealing with the city’s permit and construction processes, I’ve since moved back. There are genuinely helpful and professional staff members, but my overall experience was dominated by inconsistent responses, long delays, and what felt like unnecessary bureaucracy. When applying for construction permits, I encountered conflicting guidance, repeated requests for paperwork that didn’t seem relevant, and slow responses that held up progress. Even straightforward, common-sense solutions often required multiple escalations and still didn’t move things forward quickly. If you’re considering projects that involve the City, be prepared: document everything, expect delays, and don’t assume logic or correctness will speed things up. My experience was frustrating enough that I ultimately chose to relocate — I hope the City improves its processes for future residents.
